July 13, 2013 (Reuters) – Texas’s electricity grid operator took emergency measures Wednesday to prevent rolling blackouts due to rising electricity demand and a severe heatwave.

The Electric Reliability Council of Texas, which manages the grid that serves more than 26 million customers in Texas, created a rare emergency program. It is activated when supplies drop below a critical safety margin.

ERCOT had earlier warned residents that they could face rolling blackouts if they did not reduce power usage during the hottest hour of the day. Residents were asked to turn up thermostats and to defer high-power appliances.

ERCOT started paying generator suppliers an average of $5,000 per hour to keep their generators running. This led to the emergency notice. This is the maximum the grid operator can pay.

Doug Lewin, president and CEO of Stoic Energy LLC, stated that “they were pulling a lot more levers to avoid going in emergency operations or rolling blackouts.”

The state projected Wednesday’s peak demand at 78,762 megawatts due to temperatures exceeding 100 degrees Fahrenheit (38 degrees Celsius), which is higher than the average for this period.

ERCOT attributed the outages to low wind power generation and coal- and natural-gas-fed power stations. A spokesperson refused to give details about the type or number of generating plants that went offline and suggested conservation measures.

Stoic Lewin stated that there was less natural gas and coal generation capacity on Wednesday than Monday when ERCOT last called to conserve.

ERCOT called residents to reduce their power consumption for the third consecutive year. It also warned about the possibility of rolling blackouts, and it avoided forced cuts as significant power users agreed to suspend operations on Monday.

President of Texas Blockchain Council Lee Bratcher stated that all large-scale Bitcoin mining operations in Texas, which use approximately 1,000 megawatts of electricity, are currently off the grid due to ERCOT’s request for conservation and high prices.

LyondellBasell (LYB.N) spokesmen said that the petrochemical manufacturer’s Texas operations were working to reduce electricity demand without shutting down assets and compromising safety and reliability.

A grid failure in February 2021 caused the death of over 200 people who were freezing to death. This led to an overhaul of the grid regulator.

According to the National Weather Service, Houston, Texas’s largest city, saw temperatures of 101 F (38C) on Wednesday. Highs will remain above 97 F through the weekend, with highs expected to continue to rise, according to the National Weather Service.
